The description calls these the final episodes. Part 4 closes out season three of the series that replaced the old Ash Ketchum run.
What the clip shows
The clip is called "Cheer with a Song!" and it puts Liko, Roy and Dot in a battle with a crowd behind them. That is all the official description commits to, so that is all we will say about it. It is a mood piece, not a plot leak.
Why the date is the real news
Netflix has been releasing Horizons in chunks rather than whole seasons at once. Season three has come out in parts, and Part 4 is the last of them. If you have been waiting for the season to be finished before starting it, September 18 is the day that becomes true.
That is a genuinely useful thing to know. Watching a story that arrives in four pieces across months is a different experience from watching it in a run, and a lot of people deliberately choose the second one.
Where to start if you have not
Horizons dropped the format the animated series had run on for decades. There is no Ash. The story follows Liko and Roy, two kids with their own reasons for travelling, and Dot, who joins them and does not much want to be outside.
Both earlier seasons are on Netflix in the United States, so the whole thing is in one place. Starting from the first episode is the right call. Horizons runs a continuing story rather than a monster-of-the-week structure, so jumping into the middle costs you more than it would have on the old series.

Nothing here confirms one. If you see somebody say Horizons is finished for good, that is not what has been announced.
